Does any developer think of working on a ROM 9.0 based on a stock ROM?

Since there's no 9.0 stock rom it's not possible.

It is not possible to do it using a rom 9.0 motorola (example rom 9.0 moto x4)? modifying it to make it work in the moto g4 plus

That's exactly what I mean, working over a stock rom of another model from the same manufacturer.
