Sorry but its beyond my expertise to integrate these features into ROM at the moment. But for your information:
- call recording is illegal in most of the countries.
- redial of busy no may get implemented by aokp in future upon request.
- you can always access any 3rd party notes application by pressing home button during call and then going to app drawer/shortcuts.

Call recording is illegal when you want to use it against sb in court or if you put it as evidence and the recorded person was not aware and/or did not agreed to be recorded. Still I use call record as notepad - this is almost like dictafon for me. Tasker allowes to record phone calls - I just realized. But it records all phone calls and I just record the one I want.
Redial is so cool - I call very often so this feature - redial when busy - is just GREAT.
Notes app you might have a point, but this is like my/one habit speaking (habit as a second nature of the man - one wrote/said or it's a sentence) - instead of three moves you go for two - or less when you record the conversation

This comes from "old phones" because NO DIALER in Android got this feature that old phones got - during the phone conversation one can dial the number and then make a call and on Android you are not able to do so. I use the phone to conversate and very often I type down the number someone is dictating me in order to make call later. Why write it elswhere if old phone got this feature so new should have too (IMHO). That's why I am so into this record/notepad feature.
I think you know exacly where those features come from (WIUI) - but Wajk is busy at the moment and I am (like a baby) so impatient when JB or ICS on CM9 are launched and so smooth. But those features are like necessity for me now.
