I am using the same atm and it works fine as it works form you too but not in rastapop!

It's true, layers on Rasta 5.1 won't apply on reboot (I swear I noticed this on grouper 5.1 Rasta a couple weeks back too). The Layers app has nothing to do with the problem. If ROM has the RRO commits, it should apply layers on reboot when vendor/overlay has the layers apk(s) placed inside. You can use the layers app to place them or manually extract a zip of apks to vendor/overlay. Both ways end up with apks in vendor/overlay waiting for a reboot during which they apply the theming.
I tried using root explorer to play with vendor/overlay file and folder permissions in Rasta (made them all match up with known good working layers directory and files on grouper 5.1 Chroma ROM as a model).
Still came up empty
I still think the issue could be permission or directory related, but I can't figure it out.

Yea, I went through the commits and rastapop is missing them. I'll put them in.

I added in all the commits so rastapop will have full layers support.
I'm syncing the code locally right now and I'll start a build tomorrow morning before work. If there's no errors I'll post up a test build on here tomorrow night so you guys can double check layers works.

@rascarlo must have removed RRO support at some point because all of the commits were missing

I've loaded this one 4 times after trying others. On both my n5 and my n9, I'm coming back over and over the way I use to do with slim and aokp before that. Maybe I've found my new favorite.

are you sure you configured the TT to be integrated ?
And not remote bluetooth device (which force the bluetooth to ON)

If you're itching to update I have a working 5.1.1 build on my android file host but do a clean flash I found play services doesn't play well with a dirty flash upgrading to 5.1.1.

I didn't post it because I forgot to grab the latest device tree for that build

The 5.1.1 test build has been absolutely rock solid so far for me, no issues at all.

Not built in. Something like gravity box might allow you to do that but I'm not sure

@macacao - Many thanks for this Flounder Rastapop build. It is running great...no issues at all. Using latest Banks Gapps.
