Wher did I say better? This ROM is for me the best ICS ROM, but when I had my sensation and got a Nexus 7 I needed wifi tethering and this ROM don't have it.
ViperS ROM are developed by Shnizlon as well plus other members. The ROM I linked you is a Jelly Bean ROM Android 4.1.X and have a large panel of customizations, you can look at the OP if you wish too.
Conclusion, if you don't need Wifi tethering, not interesting on customizations you can stay on this ROM. But it'll never be updated and no longer followed by the dev. If you want Jelly Bean on your device and some of the latest Sense Ui and apps, with customizations and a devs team still working on the ROM you can go for Viper.

A) Read the change log for the release. It will state whether a full wipe is recommended to be performed when flashing the ROM. If it says to perform a full wipe then the it is quite simple: PERFORM A FULL WIPE regardless of what version you are coming from!
