There were always charging issues with this tablet. I just got a brand new Lenovo Tab M8 FHD and this device behaves the same way, but reacts differently to a given charger.
The charger is always the problem in my case, never the cable. The supplied chargers of the Note and the Lenovo deliver full charging current. With other chargers, and i have quite a few, they fall back all the way to zero through the supported charging modes.
2A(Quickcharge), 1,5A(a not very common common free Usb standard), 0,9A (standard for early smartphones) and 0,5A Usb2 current.
Another possibility is that the charging switches off when the device goes into standby. And in soft-off there might be different behaviour, meaning 0,5A charge in most cases.
And the only solution seems to go through all available chargers and find the best solution for your needs.
I now have three chargers in two places for my stuff.
While my phones draw optimal current from each charger, only the tablets and my Logitech Harmony 700 make a fuzz, the P605 charging from only one out of the three, the Lenovo from two of them, if you count the 1,5A mode. And no charger serves both tablets, except probably one of the supplied ones.
 
To be sure that it's a Lineage issue I'd turn back to stock and check loading behaviour then as well.
Or did you try that already?
Perhaps battery life is ending.

A worn out battery will charge normally from 0 to 100. Only faster, as the capacity is decreased.
Mine from 2013 was down to about 60% this summer, but it had started to bulge earlier this year and a lot of the capacity decrease happened during this time, so you could expect somewhat less than my 40% decrease in almost seven years.
I have just one even older device(Satnav) running on its first lithium battery, must check sometime what's left of its capacity...

Changing batterie is not as hard as it might seem, so don't worry, it's much harder to find a good one.

I just bought a used Note 2014 edition with Unofficial LineageOS/CyanogenMod 14.1 for lt03lte installed. As I tried to install apps from the google play store it tells me that there ist not enough space, even there is tons available. I than downloaded an apk of the app I tried to install and it worked just fine.
Is that always the case with lineage doesn’t the play store work?

I'm having the same issue, but i just flashed from stock ROM yesterday, and i had the same problem with that too. I just ordered a new charging connector from ebay, to see if that makes a difference.
I'm also experimenting using the "Ampere" app from the play store, to see if something makes a difference. It looks like changing cables makes the tablet charge slower or faster, but i really don't understand the reason. Let's see if the worn plug can be the issue.

This tablet is also 6 years old, that doesn't help for sure.

Not always. Having it on mine as well, but no issues with the Playstore.
Which version of this ROM and Gapps are you working with?
Is it an option just to flash latest ROM, pico Gapps and Magisk (again)?

Thank you for your help! I was able to solve the problem just now. the problem was that the external sd card was not recognized.
after I removed it and reinserted it, it would be recognized again and apps could be installed normally again.
I don't understand what the external SD card has to do with installing apps, but it works again.

This is only for SM-P605 (lt03lte)! Even loading an custom recovery will irreversible trigger Knox to 0x1!

How to flash:
-Be sure you are on 5.1.1 Bootloader and Modem (Flash 5.1.1 firmware via Odin) !
-Flash TWRP (version 3.0.0-0 or newer recommended)
-Make Nandroid backup (optional)
-Wipe > Advanced Wipe > select data, system, ART/Dalvik Cache, Cache, Internal Storage > Swipe
-Install > select Lineage14.1 Zip > Swipe, optional: flash GAPPS, SU Addon (before rebooting!)
-Reboot

I have P605zsscqc1, where there is only 4.2.2 official rom, no 5.1.1.
Any idea how can I update to this mod to have the full functionality?

Do you need mobile connection?
If mostly WiFi, it might work to flash any international version of 5.1.1 to get latest bootloader and then carry on flashing TWRP and so on.
When then on lineage you can check mobile connection and if not satisfied still return via Odin to stock.
