There were always charging issues with this tablet. I just got a brand new Lenovo Tab M8 FHD and this device behaves the same way, but reacts differently to a given charger.
The charger is always the problem in my case, never the cable. The supplied chargers of the Note and the Lenovo deliver full charging current. With other chargers, and i have quite a few, they fall back all the way to zero through the supported charging modes.
2A(Quickcharge), 1,5A(a not very common common free Usb standard), 0,9A (standard for early smartphones) and 0,5A Usb2 current.
Another possibility is that the charging switches off when the device goes into standby. And in soft-off there might be different behaviour, meaning 0,5A charge in most cases.
And the only solution seems to go through all available chargers and find the best solution for your needs.
I now have three chargers in two places for my stuff.
While my phones draw optimal current from each charger, only the tablets and my Logitech Harmony 700 make a fuzz, the P605 charging from only one out of the three, the Lenovo from two of them, if you count the 1,5A mode. And no charger serves both tablets, except probably one of the supplied ones.
