No, but it won't do anything if you don't have Xposed Framework installed (there is a specific version for our devices)

Just type in add language into the Play Store, there are tons of apps out there, one is bound to work. Language Enabler by Wanam is one I've heard to work for Russian. However, discussing this any further in this thread is pointless. Everyone here is English speaking and doesn't need to add a language, therefore they wouldn't know how anyway.

Not work(, may be i need do more then wipe data/factory reset, wipe cache partition, wipe dalvik cache when i flash ROM?

No, that doesn't matter, has nothing to do with it. Like I said, use the forum search feature and look for ways to add languages on XDA this is an international forum, I'm sure there are others with your problem, but not here.

I'll make a flashable of my SamsungSans mod tomorrow or Monday, it has over 200 fonts built in. Or if you have my ROM downloaded just take system/app/SamsungSans.apk and swap it with yours, set permissions to 0644, and reboot. @jtash01, feel free to use whatever mods of mine, simply give credit.

Anyone know how to get app ops for this rom? I ran wicked X rom and saw it there and found it super useful. I also did do my part and tried searching but a lot of 2014 posts came up and one play store link but I don't really trust that one.

Just take the one from Wicked X and put it in system/priv-app.

GApps are only needed for AOSP, so no.
