Your not going to be able to make a stock custom rom with stock boot.img for active because there was never verizon firmware made for it. If you have root you could make a stock rom from your firmware and mod it but you will have to have your eng boot.img and rootive been trying to convert it over to the s7active..
and have made something for it now, but only if rooted etc...
( have left credits to you and all people involved, would you like to have a look ??)
but the way you keep it 'stock' is that still using tmobile vulnerably boot.img ?
or is a stock boot.img modified using the opensource files at its core ?...
either way its why i was having problems !!

NonRooted Custom Rom means a rom with tweaks and mods With no Root access?Download these files
TMO_Odin_Firmware.zip
FlashFire_Flashable_Firmware.zip
TMO_HYBRID_PLAYSTORE_BS_FREE_NoNaMe_QF6_V3.zip
ADB_Root_Files.zip
This will wipe your phone
Unzip TMO_Odin_Firmware.zip use odin and flash these files
Go through setup unzip ADB_Root_Files.zip flash eng boot.img with odin then root
Unzip FlashFire_Flashable_Firmware.zip and copy the AP file to your phone
Copy TMO_HYBRID_PLAYSTORE_BS_FREE_NoNaMe_QF6_V3.zip to your phone
Use flashfire choose add zip and choose TMO_HYBRID_PLAYSTORE_BS_FREE_NoNaMe_QF6_V3.zip make sure to mount system
Then click add firmware and choose the Flashfire AP file you copied to your phone. Select all partitions
Do not inject SuperSU
The flash order should be AP firmware then the rom zip
Click Flash
In aroma choose full wipe
First boot will take 10+ minutes too boot
Enjoy non rooted custom rom with stock boot.img
