Did you restore from a backup? If so, you might want to try reflashing the Rom and not using a backup to see if that helps. There's a known issue with treble ROMs that makes it so that restoring from backups breaks a lot of things.
This issue gonna be fixed on LineageOS 15.1 that will be released once finish from building
I always had gapps issue on aosp. have you try gapps go edition?
