After installing the firmware, I decided to boot into the recovery. There was an endless load in TWRP. How to solve the problem?

What version of TWRP you use to flash the ROM. I tried TWRP 3.5.2, it did not work.
Use PBRP and works properly.

This unofficial Build is from the same developer.

Thank you. It works. I almost gave up. It is always good to ask.

Installed the Rom, first tried the 90Hz version but got some artifacts. Switched to 75 and everything looks fine. But very often I get an error that "Android system intelligence has stopped repeatedly" how can I prevent that?

I resolved issue with bootloop. I did wipe data instead of format data. Now have 90hz version working very smooth and no issue. BTW, I tested FPS overlay, and it proves, that Mi Pad 4 really produces up to 90 FPS. So thank you a loot, we have updated 90hz tablet. Installed without GAPS to have better battery life.

I tried the 90hz version, it seemed incredibly sluggish - is the panel actually running at 90hz? When comparing to other 90hz devices (e.g. oneplus 7 pro) it appeared very odd. I did a clean flash with nikgapps.

Yeah I kinda doubt the screen is actually running at 90hz.

I mean, shouldn't refresh rate be a hardware limitation, not software? Because I'm sure this panel is physically limited to 60Hz. 90Hz panels only came out in 2019.

Even if it's running at 90Hz on a software level, you will only see 60hz.

It is real 90Hz. Thats why some machine may only work at 75 or some do not work at all. Its kind of screen overclocking.

Its sluggish becoz the processing is not catching up, so for some screen it can run slower than 60Hz but after a while, it should be smooth like silk.

I do have problem to install magisk. Even follow the guide, i.e. boot to the system and config the rom, and flash the apk (zip) and clear cache, and once again to clear cache partition, then boot. it will show black screen after boot. And I will have to reflash the rom and gapps for it to get back to work. Any hints?
