CyanogenMod 12.1 is a free, community built, aftermarket firmware distribution of Android 5.1.x (Lollipop), which is designed to increase performance and reliability over stock Android for your device.

CyanogenMod is based on the Android Open Source Project with extra contributions from many people within the Android community. It can be used without any need to have any Google application installed. Linked below is a package that has come from another Android project that restore the Google parts. CyanogenMod does still include various hardware-specific code, which is also slowly being open-sourced anyway.

All bug reports that don't meet this conditions will be ignored:
You have the kernel provided in the zip file
You made a clean flash and didn't restore anything
You made a detailed review of the problem
You provide a logcat in a .txt file (Search internet)
You provide dmesg or last_kmsg if it is a kernel panic (Search internet)

Instructions :
Reboot to the latest TWRP/CWM/Philz
Make a full wipe (/system, /data, /cache, /dalvik-cache, /dalvik, all caches) FULL. Do not report not working if you don't do this. VERY IMPORTANT STEP
Flash the CM12.1 zip
Flash Gapps (if you want) => will be provided later; atm do not flash this
Reboot to system

Baseband can be NULL there is no problem in that.

The problem here is the UICC stack.

Even with full wipe I can confirm bootloop,only bootlogo for few seconds and restarts and again and again.And not only in my device,but few people from vKontakte group,too.Tested on P713 and P715.I d like to provide some logs but IDK how to take them from momentally restarting device.

Maybe its now working only with P710?

Nope.As i said,boot logo for one second and nothing[restart bootlogo,restart and restart till i pull battery out]. And its strange for me too.

My theory becames more realistic. Probably now works only with 710
