Can I enable fast charging on this firmware?

stay at 1700mA, MAX 1900mA, otherwise after some time you will definitely destroy your battery and possibly harm your phone.
You cant install windows 10 on a Pentium 3 processor PC, can you?
Fast charging is also hardware depended not only software support.
But its always your choice....

Looks like it's a problem with your modem and/or bootloader. Go to sammobile and download the latest stock ROM of your region. Flash it, wipe data, system, cache, preload and reflash this ROM

Yeah i have tried this and fixed all battery problems and improved performance
