I added few things to OP that i missed earlier such as media, fonts, framework folders. I marked all these new changes in dark RED for easy identification.
And yes i added comments indicating functions of all 50 lib files which were removed.

i cant find the language files in secsettings
I presume you already decompiled SecSettings.apk to SecSettings folder. So if you go to SecSettings\res you will see values-de, values-mk etc and xml-de, xml-es, xml-mk. These folders carry language specific implementations of strings/arrays and timezones. One can simply delete those if system language used is different. Hope this helps.

what i meant is you can safely delete these folders. in this case if you are not using language "de" you can safely delete folder "values-de" and "xml-de" along with files residing under these folders such as strings/arrays and timezones.

I think i missed to correct CSC. Here is what you can do. On PC open ROM and navigate to /system/csc folder. You may keep only following files in CSC
Code:
contents.db
 customer.xml
 language.xml
 others.xml
 sales_code.dat
Refer guide by majdinj on adding CSC languages here to include your favourite languages. You also need to check out CSCVersion.txt and SW_Configuration.xml under /system folder for correct CSC code. Here I am sharing my files from current XXLTA ChippyNote with CSC: N7000DTM version LT5 for reference. Please remember it is not a cwm flashable zip.
This configuration will show you only en_US, de, es, fr, it and ru languages while initial setup as well as in languages under settings.

that's not a problem of language in csc but in the rom
I put my csc folder from a french rom in the folder rom and remove the other but setup is still in english and I let only french language in hdic, sensory, T9DB, tts, wakeupdata.

I love this rom. However my biggest problem is when the rom freezes (ie when installing a crappy app), the only way to get out is restart the rom, but i think full sized roms include some kind of app killer/manager that auto kills the frozen app after a certain time..correct me if im wrong!

Sent from my GT-N7000 using xda app-developers app

What app are you trying to install?
I never had any issue installing apps. Did have an issue with restoring one or two apps using titanium, but a reboot and another try fixes it.
