Yes. FF does not install ROM (on Mate 9), it only forces system update.

When you use FF it pushes the update to your phone, and you use the update in your phone's settings to update. You don't need frp to update. If it works it should flash recovery, firmware, and lock your bootloader again.

I guess FF doesn't take into account that it also downloads hw and Public zips, which would equal ~600mb.

You are close.
FF uses old base that counts one last file only.
New database will be more accurate
There is option in settings

Try flashing back L29C185B158 through Firmware Finder (use as reference: https://forum.xda-developers.com/mate-9/how-to/guide-installing-b138-using-firmware-t3557089).
If it fails, try L29C185B138 then use OTA to B158.

Yes, only for B158.

Flash public first, then HW. Public erases /data/hw_init/ by default so it needs to be flashed first.

L09 is single sim, L29 is dual sim. So software might have some differences in it too... (I have not compared them)
