I doubt it. My Z3 Compact was perfectly capable of recording 4K video at 30fps. Granted that was 2014 hardware and top end SoC. Still i would think midrange SoC to be capable of doing this in 2016 hardware. I think it's more likely a software issue where the feature has not been bugtested and fixed and thus is disabled.

Yes, it's awful that we can't record 4k on our 4k capable devices...
