Also, like an idiot, I wasn't seeing the whole version number. Am I correct that the previous version was 1.something.651.3? not 2.13.651.3? Either way, it's a lot less confusing now, and maybe I will just read the last 146 pages again and hide in shame!

2.13.651.1 is the latest firmware on the phone with the HBoot that might not work "perfectly" with the tool. The last software, 1.22.651.3, would run under the tool automatically without needing to reboot into bootloader. You can check your software on your phone by looking under settings, About, Software Information.

From what I gather, is the only difference from the standard procedure to manually boot into the bootloader, plug the Evo in and then run Regaw's tool? Or should I manually boot into bootloader and then choose an option first (e.g., FASTBOOT?)

No, it would be to leave the phone plugged in and boot it to bootloader not fastboot. Like I mentioned some of those guys having that issue posted really good information in the last few pages of that thread on how to do it. It's a painless operation, don't be intimidated by it. ;)

Eh?

This thing won't work!! >_< When I run the program, it says, "Phone not connected." The drivers are installed and everything, and once, when I got it to run, it said that my phone isn't a 4G LTE. Um, yeah it is. Does anyone have the manual exploit so I can do it myself, or alternatively, have a linux version?

Download latest version of twrp and then follow instructions here...

When you start RegawMOD, do you have the phone in the bootloader, or is it at the desktop? In order for this to work, the phone has to be at the desktop (basically up and running)

I'm working now on an update to my android communication library, which this relies on to work. Updating that should allow this to communicate better.
Is your current "communication library" not working? I'm tryin to root a friends phone and it just stays on the adb server page (picture of EVO just blinking) using x86.

Problem could be on my side but I even uninstalled and reinstalled the drivers but still no dice

Unlocked 2.13.651.1 looks like cannot be rooted. Some kind of message popped up, and says there was a error with get unlock-bin from email.
Is there any way to root a Evo4GLTE that already been S-OFFed?

Hi every one... Does this work on the 2.13.651.1's? Just bought this EVO LTE last night after FINALLY trading in my EVO SuperSonic 4G and it was already updated to the 2.13.651.1... so am I screwed or can I still root?
