I've tried this a few times now and it keeps failing on the token submission as well. I don't think its an issue with the app, just htc dev. I'll keep trying and update if it finally kicks in.

Yeah, it's definitely an htcdev issue. I've updated it and it's connecting via pop3 fine.
Yeah I just received my replacement evo in the mail (bad antenna) and i tried doing this 11 times. So what i did to finally get it to work is go to the htcdev.com website (might take 20 minutes to do this) but register/login after you do that try to run the one click root again it worked the first time for me after I did this

You were in same boat as me. Unfortunately its still giving me an error when submitting token (its been an hour and HTC still hasn't sent me anything by email.) I"ll keep trying as well. Keep getting error when it connects for token after 9 attempts.

I wish the Dev site would get their act together. Been trying to get past their step for almost 24 hrs now. I just got my EVO LTE replaced that currently has 1.19

OK, so I'm still on the original software version (1.13.651.1, H-Boot 1.12) and have used this method to root my phone several months ago. Now, if I take the incremental OTA updates up to the latest version (3.15.651.16 - HBOOT 2.09), will this updated process work like it did six months ago and let me root the latest version? Don't care much about S-Off, as I guess I can still to the "DirtyRacun" once I update and root. I just want the latest stock ROM, but I HAVE to have root.

Yep, this will still work on the newest builds :)

OK, so I have the original stock ROM version (1.13.651.1) which I unlocked using this app. Now, if I accept the OTA updates up to the latest version (3.15.651.16), can I now use this procedure (again) to obtain root? Do I have to re-lock the bootloader in order to take the updates? If so, how do I do that?

Yes, you have to relock the bootloader, in fastboot type
Code:
fastboot oem lock

Yeah, that's because it has tried to access the website so many times. Leave it alone for a day, then come back to it. If you watch one of the "how-to" videos, you'll see how fast this part actually takes when the website is working correctly.

Just be patient everyone, and sorry for HTCdev's slowness!

Might have been asked..but do we still have to fastboot flash the boot.img if we use this tool for the 3.15 update? Like switching from aosp and sense based roms? Or was that only a problem for the 2.13 software? I hope I'm making sense

Yes, you'll have to do that when changing roms, unless you S-OFF your phone first. It's because the partition is locked for writing while it's booted after 1.13
