Rooting/rom as a solution to lagging?

My phone is very slow with lagging/stuttering for several seconds, especially when scrolling, similar to the issue reported here:

I don't believe it's a hardware problem because doing a complete wipe fixed it temporarily, but it's a pain doing this on a regular basis. Is rooting or putting a different rom on likely to fix this?

I tried to use adb logcat but there is too much going on, the only thing that seemed to occur regularly is:

If you root, you can use L speed, it'll allow you to delete the app caches, fs trim, and smooth the scrolling and a few other performance enhancing tweaks.
That solved all of those for me without having to factory reset every week.
