Rules enabled on my pixel 2 xl running stock android 10

Today morning i got rules enabled on my settings-system. yet to check how this works.

In Settings under "System"

Mine turned up as well. Settings, system, advanced. I wiped the Google app because it was sitting at 15h awake time and that removed rules.

What is needed to make this show up? I'm on the October Android 10 update. I do not have this in my settings.
