I have tried the blinky app that was pre-installed and also the CW to turn the BLN off.

But the four lights still come on when I get a message.

Is there a way to actually turn them off so the don't use battery.

Goto the Market and search for BLN and DL the app to turn it off...or just delete blinky.

In Blinky, there are 3 check boxes at the top of the screen. Make sure you uncheck all 3. That should kill BLN completely. Also, after changing any settings in the Blinky app make sure you scroll all the way down to the bottom of the app's settings screen and click "save". If you just launch the app, change something, and back out of the app, the changes won't stick.
