Am I the only one has this issue? Or does it even count as an issue?

Same here bro.
Exynos as well.
Its staggering we're still getting 5 or 6h SOT with this. Imagine the battery WITH actual deep sleep.
Can you check if android system or system idle is using too much of your battery and what percentage? Also how long have you had your phone?
4 days. My battery yesterday was fantastic. 7h SOT. Today not so much. But it's still what I'd consider pretty good, and perhaps it's a testament to the sheer brute force of the S10 that it can get this amount of endurance even with the CPU never deep sleeping. I will look forward to when we can fix this.
Reboot and reset timer before go to sleep. Wake up in the next day and it turns out that the deep sleep is working for first 4 hours, then loose it again...
I lost my patience and factory reset. Deep sleep is now working perfectly. Slept for 6h, 94% deep sleep. Went to bed with 96% wake up with 93.
For a reference my friend's Exynos S10+ also has a similar issue. A little better, around 30% deep sleep, but not nearly where it should be either.
I had same problem. My device 's G975F ( Exynos Chipset ). I had flashed stock firmware. But still not improveAm I the only one has this issue? Or does it even count as an issue?

Fixed by adding specific app to Sleeping Apps in device care. I think Samsung should really think about adding these abnormal apps to blacklist automatically.
No, I did not, and I don't recommand you to do so since apprantly is personal application related. But I do recommand to use Brevent, to stop apps running in the background with just two simple tap, helps you to identify the rogue apps. Can you share those rogue apps? Also have you tried factory resseting your phone? Someone just posted above doing this and his phone goes to deep sleep properly.

At last I solved this. I just factory reset my phone and now it has deep sleep. I guess because I used Smart Switch and some setttings were transferred to the new phone improperly.
https://play.google.com/store/apps/details?id=com.bvalosek.cpuspyGuys which app CPU spy are you using? I see couple of them on Play Store, though none updated recently.
