Choices:
- Тhe realistic solution to the problem is new/next Samsung firmware. (this month)
- Тhe less likely solution is a new Google Play Protect (never happens, or not before next samsung fw)
- Donwgrade to "cerified" firmware version. Only if possible - means older fw is same bootloader version. (Currently S23* not possible, S22 is possible.)
-Other software fixes are most likely to trip knox or to brick phone. (These fixes are mostly made for rooted phones to deceive Play Protect that "device is not rooted". I never saw such fix working on device that do not have root access to install it.)
Thank you for this.

I flashed to THL on Sat, instantly got (and installed) the new firmware and then realised the issue with Google Wallet / Playstore certification.

I have flashed back to EUX meantime (so I can at least use Samsung Pay).

Is it better for me to stay on EUX and wait for the next firmware ? OR, should I change back to THL to await the next firmware release?

There is no need to flash anything EUX and THL files are SAME on the same version. Just use SamFw to switch CSC.

When new firmware is released on the CSC that your phone is currently with, you can update OTA

or

for example if TIM (Italy) or any other (from same MultiCSC, in your case _OXM_ writen in HOME_CSC_OXM_.. filename) have newer than WE1 fw version - you can flash via ODIN (BL,AP,CP,HOME_CSC) - no data will be loast and Active CSC will stay (EUX or THL) and specific features available for this CSC will work.

or
switch to this CSC and OTA update

* * *

Firmware (files) have no differences for diffferent CSCs in same MultiCSC (for your phone case _OXM_ MultiCSC). Switch between CSC (and features depended on them) can be done via SamFw (feee) or Samkey (paid), or other method. OTA update come also when pushed for this exact CSC.

Thank you.

Poor wording on my part, meant change CSC rather than flash csc... It has been a few years since I did this!

So with THL though, I think I read the bootloader had changed when I downloaded the THL update on Saturday.

Will being on the EUX csc but the new THL firmware (and updated bootloader) still allow me to download OTAs on the EUX csc?

Yes, if you are on EUX when new pushed for EUX - you'll able to update OTA.
On OTA it downloads differences between current and new firmware and appled.

I read the whole threat, and it seams ILO is the best CSC for S23 Ultra. I will get my new phone tomorrow.
Till now I used S21 Ultra. In the past I read XID was the best CSC for S21 Ultra, so I flashed it with Odin on S21 Ultra.

Would it be the best way to flash XID to S23 Ultra to get all features and OTA (even OTA maybe some days later)?

What's the difference between ILO and XID?

You need to flash whole firmware to change to XID, not just changing CSC.

For ILO, if you are already on an OXM multiCSC firmware, changing CSC to ILO is enough.

I personally have never used XID. ILO has call recording, spam checker and works with ECG in galaxy watch?

The latest version of SamFw tool that's safe to use from virtual machine is 3.31 and I managed to change CSC with it on S23.

Versions from 4+ require updating firmware and from 4.3+ require installation and block running from virtual machine. VirusTotal flags installer as trojan from 10 vendors. It's a pity samfw.com went this way.

Thank you for your answer. I changed to ILO and everything seems to work.
On S21Ultra it was possible to change to XID by just flashing HOME_CSC. I didn't had to flash the complete firmware. This is why I was a little confused.
But now, everything is fine.

Technically just flashing the CSC file is fine, but you have to be sure every other component (BL, AP, CP) has the same version.

Can you upload version 3.31 here? The latest safe I have is v3.1
It's still on samfw android file host
but you're right it's better to backup it in case they remove it.

I don't recommend running it outside VM and install samsung drivers separately. I used vmware player.

I just downloaded SamFw Tool 4.7.1 from their homepage and scan by Windows Defender twice (zip and installer file) and got no infection warning. So maybe it's clean now.
I just changed csc to INS successfully, no need to reboot and no data loss

I still recommend version 3.31 (link above) though. Newer versions cram too many functions of other brands, and opens a webpage after each CSC change.

3.31 works just fine in S23U latest version, and still has enabling secret codes for Verizon phones.

I have the same problem. I'm on THL. Will changing to INS restore google wallet or it will not work because of different bootloader?

Thank you very much for your time! Both countries are very far from the Czech Republic, so hopefully everything will work as it should 🤣 if I understood correctly, it can be turned back at any time, am I right? So, if needed, I would roll back EUX , am I right?
Far or Close between conunties do not means anything.

Changing CSC - just ALLOWS (ENABLES/SHOW) and DISALLOWS (DISABLES/HIDE) some features/extras (like Call recording which is forbidden by Europen GPPR, or Samsung Pay which is officialy avilable only on some countries, where at least one local banks have contract to digitize their bank card). The firmware is THE SAME, languages are THE SAME. Everyting works same, all extras/features are part of the firmware all the time - just they are shown/hidden depending of Active CSC.
"TURNING BACK" is not correct, change to EUX is correct. Yes, changing can be done unlmited times... or at least until Samsung deside to disalllow this change.

You are great, thank you so much again!!

I have the same problem. I'm on THL. Will changing to INS restore google wallet or it will not work because of different bootloader?
No, because on THL was realesed NEXT fimware ...WEA. (for other CSCs, at the meoment is still ...WD3 firmware) Change ti INS will shows/hides fieatues for INS, it will stay on ...WEA witth the problem with Google Play protect. Until Google update Play Protect and authorize ...WEA firmware OR until Samsung release next firmware (WEx, alter than A, or WFx) and this new firmware is also authorized by Google's Play Protect.

W - means 2023 (T 2020 , U 2021, V 2022, X 2024)
E - means April (A January... L December)
0...9,A...Z - firmware build in the month

    Better:
    INS - callrec, callerID, spay
    THL - callrec, callerID
    XXV - callrec, spay

Just to add that i've just found out that in my region is not necessary to change CSC anymore.

For S23, using Brazil Retail (ZTO) now i have callrecording, hiya and spay from factory.

Thank you. After flashing you mentioned I have to use Samfw tools to change active CSC toThl or xxv. Again please explain how to use the tool to change. I never done this before. I don't want to mess-up my phone currently my phone working perfectly. It's because of native call recorder only Thank you for your time.
    Really?!
Why does everyone need specially and personally made instructions?! It has been explained in this thread several times. A simple youtube search (samfw csc change) shows even a visual.

If you do not want to mess-up DO NOTHING !!!

Can you give me an easy and specific guide to do it? I've never done it this way before. Only with samkey. Have you installed Sek on the s23 ultra?
Yes , I used samfw for first time in my s23 ultra. The procedure is very easy and safe. I tried INS but then I changed to SEK for the reasons I explained before.
    In short:
    1. You enable ADB in your phone
    2. You download samfw to your windows PC and run it.
    3. Connect your s23 ultra with the PC through a cable.
    4. Run samfw , and press Tab adb in the program (it is the third tab in the upper place of the app).
    5. You will see a pop up menu with all available XOM multi- csc .
    6. Choose and right in the appropriate box the one you want (INS ,SEK etc).
    7. Press "change csc"
    8. It will appear a prompt saying dial *#1234#* (or something like that ) while the screen of your phone is looking like being in check mode( like the one you have in Samsung Member app when you want to make a check for some function).
    9. That's it. In seconds you have your new scs without data wiped!

Short representation of current latest firmware S918BXXU1AWBD

    FYI (for your information):
    S918 - model
    B - region (U or U1 - US, W - Canada, 0 or 8- China, N - South Korea, B - Europe, E - rest world (for S23* B merged with E)
XX - free, or operator specific
    U - updated features (OR) S - security only
1 - bootloader version (firmware can be updated/downgraded only to same or bigger bootloader version)
    A - Android/UI sequence version - starts from A, B, C, ... (Z - beta test)
    W - year (... U - 2021, V - 2022, W - 2023, X - 2024, ... )
    B - month (A - January, B - February, ... L - December)
D - internal compilation of the month (1...9,A...Z)
    5
S23 Ultra (SM-S918B) INS csc - new OTA ...WBD
Call rec, Call ID/spam, SPay - works.
    5
    Do no update to S91*BXXS2AWEA
The firmware is not signed by Google Play Protect - so phone become UNCERTIFIED and Google Pay stops, other SafetyNet dependent also.

At the moment only THL CSC is pushed to ...WEA. Others (at the moment) are on WD1.

TThe is nonoption to downgrade because this is first firmware with new 2 bootloader.

Deleting, Unistalling, Clearing data, even Factory reset do NOT avoid uncertified status.

(There is a chance for updating Play Protect but it's less likely before Samsung new firmware.)

Current option for already updated to WEA:
Just wait for new WEx (after A) or WFx firmware.
