S4 Mini Wifi doesn't work, please help

Hi, i bought a second hand S4 Mini, yesterday, in perfect conditions, everything works perfectly, except for the Wifi and Bluetooth, everytime I try to turn it on, it automatically turns off in less than a second, I've reinstalled the stock Firmware from my country multiple times, and it just doesn't work, I'm from Argentina, my S4 Mini model is I9190, and the baseband i'm currently at is I9190UBUCOJ1, I've also tried going into the data/misc/wifi folder, but there are no files to delete, I really want to be able to use the Wifi, but I don't know what to do. Please help, i would be really grateful, thanks!
