Since the download speed is directly related to your internet connection, it doesn't matter what ROM you are using. This is clearly not a ROM issue.
Sometimes, it could be that telegram servers are overloaded, and the download speed is slow even thought everything else is downloading fine. So, if your download speed is slow in telegram, you just need to wait and download it some other time when the connection is fast.
