Screen Flickering & Not Charging

I having a problem with my Note 8. I mostly use it for work and the battery went dry and I was going to charge it but, when I plugged it in and did not want to charge and the screen was flickering. When plugged in the battery icon appears like its charging but then the Note turns on then the screen starts to flicker. Can this be a battery or screen issue? If anybody else is having this problem or have a solution please let me know. I do not want to send it in to Samsung since its rooted and probably they will not want to fix it.

So it turns out it was just the usb cable. I found the original charger and worked. It charged the tab.

Same happened to when I first bought mine. I believe only healthy charging method is using a charger.
