Screen response issue

Two parallel areas of screen are totally unresponsive. Is this digitizer problem. Sometime these areas respond.. But most of tym they are dead.. What to do? I m thinking to install new rom. But my volume down key is broken. And i dont know its a digitizer issye or software issue.
