I agree that tuning the low memory killer is one of the main things to reduce the lag with the JB ROMs for the Galaxy Note. However, I achieved better results with a more aggressive setting: using ROM Toolbox Pro, I chose "Aggressive" ("Optimum" also worked fine). These settings set higher thresholds for Hidden Application, Content Provider and Empty App, leaving a lot more free memory. And as stated in other places, free memory is NOT wasted memory, since it's used for caching (check with cat /proc/meminfo).
But YMMV; I think it's more a trial and error, as it may depend on the usage profile of each user (programs installed and most used etc.).
Another thing that helped me a lot is using another launcher. I chose Nova Launcher, as it allowed me to select "keep launcher in memory" directly from its settings. And as opposed to the TW Launcher, it really stayed in memory. With TW Launcher I could never make it stay all the time in memory, even using all sort of tweaks in build.prop or V6 Supercharger itself.
