and older low level program used to program modems and other deep level things that if you do it wrong or mess with it in a way your not supposed to you get a bricked device that can't be recovered. It was used to reflash an imei when that bug that caused the s3 to blank the imei was prevalent.

It wont lead to root or anything really useful.

You must be rooted to change the OFF to ON. Otherwise it can not be done.
