why does the most recent build in Chinese ROM still has 12.0 is that a separate branch??
and are there any special restrictions for flashing it and any other conditions??

Choice of Xiaomi(A13 china DEV see post above).
If fastboot rom use Miflash otherwise OTA or Twrp or Fastboot command.
DEV->beta->stable.
Note that as usual Xiaomi publishes new versions while there are still bugs on the previous ones.
Better to wait than to install the latest version that you uninstalled because of bugs.
