Shortcut Icons Won't reappear after restart

I have most of my apps moved to SD and I remember on my last phone the shortcuts icons would take a minute to show up after restart but on this phone they never load and I'm getting stuck with default white/green android pic on the home screens but they still show up correctly in the app drawer. Any idea how I can keep them showing on the home screens without having to replace them after a restart?

this crap happens to me too and it is hella annoying having to erase them and reapply after. i use fast restart now instead of shutting it completely off.
