Signal meter issue

I've noticed this since using EA28 and EB01. Sometimes my signal strength will go from 2-3 bars to one or zero for a few seconds then back up to its previous level. Yet when I go into About Phone's status it still shows the signal strength in the mid -80s during those seconds. I've studied the bars and they seem like they translate to: -75 and stronger =4 bars, -85 thru -76=3 bars, -95 thru -86=2 bars, -100 thru -96=1 bar, and -101 and weaker=0 bars.

Any ideas why this is happening?

I think I figured it out. The signal bars alternate between the data signal strength and the voice signal. When there is up/down arrows it's showing the data signal, and when it's showing D for dormant it switches back to voice signal. Apparently the voice signal in my area is stronger where I live.
