SIM Unlock by flashing ROM?

I have a T-Mobile USA locked Lumia 710, would it be possible to unlock by flashing this ROM:

1600.3031.8773.12121
059P8W2: Nokia 710 RM-809 VIVO BR Black v1 (No SIM Lock)


It seems to be built for the Brazilian carrier Vivo.

To answer my own question and for anyone else who was hoping to get a free unlock via flashing this ROM, the answer appears to be no.

I have flashed it via nokia suite and it still asks for the unlock code. I wonder why it would be labelled "(No SIM Lock)"
