I had the same issue as I worked for the cell phone company, what I did was turn on the 2g network switch on mobile networks option and then it could make the calls. Tested 2 phones worked 100%

Yes I had mine sim unlocked 2nd week from a xda user. They don't charge but I was happy to donate to them as well. I'll link the thread here once I find it again. Was originally posted in a OnePlus thread.

Back when I get the Note 9 on T-Mobile (2 yr bill credits), after a week I tried using the Unlock App as I was travelling internationally.
It didn't work so I had to call into T-Mobile customer service.
The rep was able to unlock my phone and my wife's phone even though it was only on the network for about a week.
