SIM Unlock unavailable

I've bought an E3 as a sort of throwaway phone while I wait for my main phone to be repaired, however the E3 is locked to a particular network. I've attempted to buy an unlock code from eBay, however they have come back to me to say that an unlock code was not found on the database/server for my phone and IMEI.

I've triple checked I've provided the correct IMEI number, but is there something else that could be wrong? Would there be any reason why the phone would not be unlockable?

Is your phone locked to Tesco mobile? Been pulling my hair out over that myself, call Tesco mobile and they will unlock for £10.
