I updated to the lastest 3.33 RUU over the weekend and Skype's green video is now gone.

This was solved about a month ago tbh. All you had to do was flash the OpenGL v2.18 drivers.I updated to the lastest 3.33 RUU over the weekend and Skype's green video is now gone.
It works in the 3.33.x updates because unsuprisingly HTC updated the GL drivers
