I have a new Moto E3 XT1700 (the plain E3, NOT the E3 POWER) which I have been trying to install TWRP on without much luck. I have read all the threads in this forum on TWRP and Rooting, but most seem to be specific for the E3 power. I am defintely using the Moto E3 2016 TWRP image (taido), which I found in the official thread posted by @HostZero, but it doesn't seem to boot. This is the procedure I am trying:
1) Boot the stock OS, enable developer option in settings->about phone->tap build number 7 times
2) Enable OEM unlock and USB debugging in developer options.
3) Connect PC via USB, accept USB ADB request
4) issue command on PC: adb reboot bootloader
5) phone boots to black screen with "FASTBOOT Mode" text.
6) issue command : fastboot oem unlock.
7) Phone prompts to press vol up to unlock bootloader or vol down to cancel -> press vol up
8) Phone reboots to FASTBOOT Mode, now also says "Device unlocked"
9) issue command : fastboot format userdata -> phone says OK
10) issue command : fastboot flash recovery twrp-3.0.2-0-taido.img - > phone says OK
From this point I have tried the followintg steps to get the phone to boot into TWRP, none of which work:
a) power off phone, use power+vol up to get to boot menu, select recovery mode -> phone reboots into stock OS
b) take out battery, reinsert it, then use power+vol up to get to boot menu, select recovery mode -> phone reboots into stock OS
c) issue command : fastboot boot twrp-3.0.2-0-taido.img -> phone waits about 25 seconds then reboots into stock OS
Everytime the phone reboots after trying this, it takes about 5 minutes to boot (I assume because it has to reformat userdata partition), and is in a "factory default" state (i.e. have to go thru initial setup, re-enable developer options, etc). The phone still says "device unlocked" in small text at the bottom of the screen when it first powers on or reboots.
I am able to boot into the stock recovery using "adb reboot recovery" and using the power+vol up combination after the phone has booted into the stock OS once, but not before. (Boots to the broken android/no command screen, but I can get to the recovery menu by pressing power+vol up a few times).
Does anyone have any suggestions on why this isn't working, or can see anything I'm doing wrong?

My System version is 23.0.XT1700_S124_160826_ROW if that matters.
