Not a good deal.
I got mine in around 300 usd.
It ll be good if you can wait for oneplus 5

Imo check the new nokia smartphones running android. Not sure if they are available yet though, but they seem very promising. (Bottom line all devices don't differ greatly in their respective price categories, but Nokia is supp. offering regular updates regarding security patches, which is kinda yummy imo)

If you can get it for cheap then maybe. 400 no I wouldn't. If root and rooms your thing then no go. Development dien out Phone has quality issues as well. Like others have said above your better off with onePlus phone.
