You can't. OnePlus/Oppo have decided to use VIP signature enforcement on models starting after the 9 Pro. Nobody has cracked it yet. Some crappy people sell access to be able to flash your phone but charge upwards of $70 for the privilege. Seems to be directly sanctioned by Oppo techs (or it's being done by Oppo techs as side revenue stream). You can see more details if you check the 10 Pro forum's MSM TOOLS post.
$70 is huge, you have to contact some trusted provider who can do in more cheaper, may be in 50%

Only manufacture can, i checked the file there is no working firehose inside the firmware, so unfortunately no way at the movement,

Oh I know that they've made it so it can't just be flashed without server authentication anymore, I just object to the fact that they did that knowing that it's going to result in people being gouged to flash. Oppo is making a choice to require VIP signatures to use the flash tool, it's not a Qualcomm security requirement.
Only Black Screen No Bulk or 9008 Device in Device Manager: this the totally dead condition if device stuck on black screen & not show a 9008 Port then you have to short test Point, this is the major issue after flashing a bootlader image from fastboot, flashing boot & system related partition not cause hard brick, so i already mention above don't flash a mbn or bin file from fastboot (these files mostly available in ofp/EDL ROM)

Dont flash this through MSM tool... if you have an account ,it will get to 80% " fails from OS " .
It happened to me and an other person with an account . Phone will go to black state
I don't have (yet) root.
For now, I read, analyze, I would prefer to avoid bricks

exactly, chines version getting a MSM Flash error on 80% during flashing my_carrier.img, there is a issue in available firmware config, firmware is OK but MSM config Not OK

if the usa had full firmware, i would say yes, flash the full rom via fastbootd with fbe, but unfortunately the usa only have inrcemantal updates (kp whether boot.img and init_boot.img work from another region (on the op9p, for example, you can also flash boot.img from another region) because if something went wrong with the update because of root, then boot.img is usually affected (in the op11 init_boot.img) -

Volume up + down + USB = 9008 Port in device manager under COM Port

if you have a06 eu on your cell phone, you can also flash it to the a07 using a local update
with the tool: start the tool and boot your phone into fastbootd mode and connect it to your phone,
