After Flashing Lolipop, can I flash Philz Dual Recovery? or any recovery?

It just pure stock firmware. Not Rooted.
XZDR recovery for this firmware is not working at the moment. So you'll have to wait a bit.

How's Lollipop's performance on the SPG-311? I'm on CM12 just now and want to get back to a pre-rooted stock.

Better than on KitKat. Around ~ 25000 in Antutu. Only a fraction slower than CM12.
