we should stop buying/return the GT10.1 until samsung unlock the bootloader for us ? i guess the first few shipment is unlocked.. after that is all locked 
Yes, it's related, but we can't change the bootloader. The bootloader is encrypted in a special section of the flash with the key fused into the Tegra that keeps us from using nvflash.isn't the lock related to bootloaders? if you can root, you can change the bootloader too?

Poking around the bootloader from unlocked retail Tabs, it looks like the unlock functionality is there, at least judging by the strings. On the I/O or 10.1v, this seems to be triggered by getting into fastboot mode and doing "fastboot oem unlock". Presumably the unlocked and locked bootloaders are identical since it's the bootloader that burns in the key (SBK) and encrypts itself.
There is no fastboot boot menu option on ours, and the "reboot bootloader" which should get us there doesn't. The bootloader IS responding to reboot commands from the kernel, since "reboot recovery" takes you to recovery and "reboot download" fires up ODIN.
Maybe if someone is handy in disassembling raw ARM we can figure out another way to get it to unlock itself. And since it looks like the functionality is there to apply the lock in the first place, the SBK may be hiding in there...
