I thought you told him to flash another 4.9 kernel which supports MIUI. Maybe I got something wrong, because this is 4.9 kernel discussion thread
No i did not tell him to flash another 4.9 kernel, Nito have 4.9 kernel for AOSP 9 and 10, and Nito also have 3.18 kernel for miui.. so i tell him to use that for MIUI.

Are there hotplugs for cores in this kernel. without that battery drainage cant be controlled.
currently all kernels have discarded it i assume.

Is there anyway way to het this feature
I think it should be a default feature in android in general
The asus rog phone got it officially as "bypass charging" in a new update

In a nutshell the feature allows the phone to use power directly from the charger bypassing the battery altogether this is especially good for gamers and long sessions because u can use the phone without wasting even a fraction of battery life cycle
It can extend battery life a great deal.

After some searching I found out it can be done with a magisk module called advanced charging controller

Any chance we can implement this in a flashable zip or in a rom without the need for rooting?
It is certainly possible since there is kernels that support this for some devices and since it was implemented on the asus rog phone 3 by a software update

.. it's explained in detail here

asus roc 3 with bypass charging

some kernel with battery idle mode support
Well it's a good thing but it have it's own disadvantages
      1
For example, taking power directly from the charger can cause you issues
      1
even if we do by-pass the charging output from battery and direct it directly to the system, me might not be sure if the board can handle the voltage directly, it can fry.
      1
If someone use a high power output charger it will increase the chances of frying your board.

I don't thing so that magisk module really bypass it. As bypassing it would mean that, your phone will turn on without a battery inserted
