Technical reasons why moto x play boot loader / partition table can't be downgraded

I understand the reasons as to why the partition table and boot loader cannot be downgraded.... I am curious though, what is the technical limitation to this (you cannot do fastboot flash of boot.img and gpt.img to downgrade)?. What is the reason that this will cause a hard brick of the device?
