The Note 9 cannot use the top part of screen for apps and widgets?

Am I missing something or can't the Note 9 use the top part of the screen to position apps and widgets? While the screen has an 18.5:9 aspect ratio which cuts off photos and movies since nothing creates media with that aspect ratio, is also seems that only 16:9 of that area is actually available for apps and widgets thereby making the usable screen area for such the same as the Note 4's?

I do, but I also solved the problem. It was the controls themselves. I wish I could delete this thread because it is not useful for anyone.
