It will be blue if the theme was blue, and i didnt understand your question about "can i add these with the layers app or is this different"

No, you dont need it, just flash the theme directly
If you have a custom recovery go to install zip and locate the theme location and reboot

Steps:
Flash it from any custom recovery

Bugs:
yellow underline at the tabs
white under background when you enter a contact
BUT! for all those bugs dont blame me blame samsung
why? because if i change the color in overlay style it wont even work because these colors are in the layout and the layout needs a lot of files like drawable and dimens and bla bla bla sources.
