Im not entirely sure cause im not currently running this but according to fre3s changelog the last time settings were updated were in ver 2.12 and future art support was added in 2.13 which may have changed settings. But since then there is no mention of settings changing since then.
Settings from both versions have the same date, and same package size.
No issues flashing this over 2.16b.

Honestly I think it would just try it but make a back up first
for those wondering. the core packager in the op is safe to flash on 4.4.4 . i backed up first of course. then tried no issues at all. working fine.
So seems I have one issue. With flashing the core pack on 4.4.4 everything works great.... But I cant add or edit any contacts. Seems to be cause of nc5 contact app. Aka dialer. I rolled back and it works. Just that part doesn't fcs. Any way to get a updated dialer @coldmethod?

Are you just stock rooted? I tried and get constant system ui fc's to the point that my phone is unusable
I'm stock rooted and was getting the same fc's. I flashed again after wiping and only get the one fc. com.sec.android.app.FlashBarService
No im on freeza stockish. Basically stock. But as said went back to my backup due to not being able to add contacts

@coldmethod @Kdio there is a fc on dialer i can comfirm this. If any of you kind man can take a look at this. I didnt make a back up lol
I got this working no fc http://d-h.st/83h
I extracted the 3 files phone mms and contact. Took old ones renamed to.bak set permission for new to mirror old. Went to recovery. Flashed file rebooted. So far so good. Added 5 contacts so. Far.
