To change the region, you'll have to do it on your google account as you log in to market with that. It did not work for me but I did not change the time zone though.I did a factory reset then went through setup and set it to the correct time zone but I didn't see anything for the region. I don't know what's up with it. I'm hopeing someone else has had this problem and can tell me how they fixed it. Short of rooting it I don't know what to do.
I don't believe it is a tab problem. I have the same issue with my A500 and HTC Sensation. It is either a region problem or market (app) problem.Hmmm I was thinking it was a problem with the tab not her account. I will try putting my account on it and see what happens.
She can't return it she has had it since August she thought it was supposed to be the way it is.
