I've flashed the stock ROM, installed and deleted apk's, and flashed a custom ROM

Cant get boot loader to unlock, or TWRP to stay ,oem unlocking is on, brand new unlocked nexus6

How are you planning on unlocking the bootloader?

Search for minimal ADB and fastboot tool. Install that ,run i type what I said.

Use the latest one 3.2.1. For the bootloader you need to click yes on your phone or you will not unlock the bootloader.

Something is obviously not right for him so i linked him to the best and only tool i know , which strangely i can find on xda Shamu threads.

with NRT Tool you must unlock your bootloader after that press root&flash twrp it will flash an older twrp version but its ok just install the latest twrp 3.2.1.0 then boot your device into twrp recovery and press install the image the flash the 3.2.1.0 twrp

How do I go about doing this? every time I try I soft brick my nexus 6
