If there are LineageOS versions running on devices on the same chipset I think it will be easier to have one for F21 Pro. But the launcher will have to be more adapted to the screen size.

1. Can we access the Google Playstore or other Playstore alternative to install any apk on the device?

2. Can we upgrade our Android 11 system, which I think is not possible on the original Q21 Pro? I mean keep it uptodate with little android updates

No, I exploited a hardware vulnerability in F21 Pro (yes, it is similar to iPhone jailbreak, cannot be fixed via OTA). This vulnerability does not exist on F21 Pro+.
