Correct. You must unlock the bootloader to install a custom recovery & root the device.

You can but I don't think you need to as unlocking takes place in fastboot

Hey guys hopefully yall can help me out I was following QBKing's videos and they were great, my phone is unlocked now. But I can't download the drives here, I am using windows 7 and every time I try to download the folders it takes me to another website, can some one help me out. Thanks in advance.

This is my first(and hopefully many to come) contribution to the community.
The reason I put this together is I have been seeing a lot of posts in Q&A about "How do I root my Evo 4G LTE?" I have also seen posts in "other threads" asking "How do I get recovery and root back after using the latest S-OFF exploit?"
This is an updated and slightly modified version of Zedomax's root method.This is not my work I just did the legwork updating it.
I updated the TWRP Recovery to the latest version 2.3.1.0 and updated the SuperSU.apk to a more up to date version. I also added the factory divers.
This will work on all ICS/JB builds. Software versions (1.13.651.1 - 1.22.651.3 - 2.13.651.1 - 3.15.651.16 - 3.16.651.3 - 3.17.651.4 - 4.13.651.3)

If you used the latest S-OFF exploit you can still use this as far as I remember your bootloader will already be unlocked so just flash the recovery and SuperSU.apk.
Using this method will NOT give you S-OFF it will help you unlock your bootloader(HTC-DEV) flash a custom recovery(TWRP) and install the Superuser app of your choice.

Anyone having problems with drivers you may need to go HERE and download the HTC Sync drivers.
Once installed it will need to update again. For some stupid reason they are not posting the updated software but require you to install the old version first then update. <--- (Thank Timberwolf671 for this)

When I try to download it, it takes me to a different page wanting me to download other programs that don't make sense for instance I just now downloaded New Player has nothing to do with that. But when I click on the link it takes me to a page that says Dev Host and it shows me who was made from and then it has 2 download icons and a green arrow in the middle, anyway I click on one of them and it wants me to install the New Player and on the other page gives me this: Free Unlimited Games Music Books Movies and More! Is it because I'm using a laptop windows 7 or what can be the problem? thanks for helping.

I just tried both links,they both took me to Dev-Host and only had 1 download button...weird

I don't know if I have to have a software or something like Unzip something for instance QBKing was talkin about that he recommends 7-zip file but he didn't go in to details so I just went to another toturial about 7zip so I just downloaded, but don't know details about it. As you can tell I'm very new about this but I am no so bad on computers as long as I am being taught lol. I even tried on the mac and on an xp. I know for a fact now by you telling me that it works for you, that it might some step that I might not be doing or something in my computer not installed. All I want from my Evo 4g lte is the free hotspot I have been able to root in the past with QBKing's videos by any chance would you have any ideas on which other easy way to do this. although my phone is unlocked. Maybe there's something out there like Foxfi that I don't know about PDAnet+ so on and so forth. I actually want to do this for 5 HTC 4g lte so if you can help me out I would definitely buy you coffee lol thanks.

I've noticed on dev-host that there will be multiple download buttons. The one you want to use is smaller than the green ones and usually grey in color.
