I think so, yes. I downloaded latest "Minimal ADB and fastboot tools" and commands all work. I don't know, but I think there's some error with some of my partitions (Even though I didn't do anything yet except unlocking the bootloader). I now even factory reset the phone to no avail. Do you think it has to do with my windows machine? Do you maybe have a link of latest sdk?
What is a production device anyway?
P.S.: "adb reboot bootloader" is working fine for example

EDIT: Already downloading latest Android SDK Tools. Also (when in download mode) typing "fastboot devices" returns the serial number of the fastboot device...
hmmmm, i don't know then. are you sure you have the right twrp.img for your phone, can't think of anything else right now.

fastboot flash recovery twrp-3.2.1-2-ocn.img that's the command

I gotta admit that I have a U11+, but since I was desperate and couldn't find anything else (Also I found this thread with exactly my problem on a google search) on the U11 and not (+) forum, I tried to get help here. Sorry mods!

But the TWRP.img is the right one. I'm pretty sure about that. Weird thing is, that I can't seem to get any of the recovery related commands right. fastboot boot [recovery.img] gives me black screen, fastboot flash recovery [recovery.img] gives me said error on windows command prompt. I really think something is "blocking" it from the installation process, even tho I have not a bit of an idea what that might be (Got my U11+ 4 days ago). Well apparently it might have something to do with that "Production device error". If anybody (including you) might have an epiphany on that topic please pm me on xda. I'm done for today with trying.

Could be worse though. I have a running system in the end :D Just TWRP refuses to be slammed on my phone :p Thank you very much for your tries. Maybe this will be solved in the near future, I hope.

Regards from germany :)

EDIT: Just tried to flash magisk with the "No need for recovery" method - same error (FAILED (remote: Not allowed on PRODUCTION device)). Do I need to decrypt something beforehand???

Got it working and I know now what the mistake was. Don't wanna spam the board tho :D

When setting up the phone initially I was prompted with this "Pattern/PIN after reboot"-dialogue and I allowed it. I think that was the mistake.
When I went to settings --> Security --> Encryption and Log-In information and deleted the log-in information on the bottom, I rebooted and all the adb-commands I needed finally worked.

Even though I'm not 100% sure if that was the culprit I really think it might has to do something with it. Maybe you could try and see if this works for you :)

Kind regards from germany :)

if you've messed your phone up and can't boot to your OS find the appropriate RUU.exe or the flashable .zip firmware. make sure you have the HTC drivers installed on your computer. if you can use fastboot commands to get to download mode on the phone then run the RUU.exe. if you go the flashable zip route you will need to find the instructions because they include what to rename the .zip file but usually it's the first words before the first "_". most people put the file on their external SD card and flash through recovery. if you don't have access to recovery, I was actually able to flash the zip firmware from the computer on my HTC M9. make sure your .zip file is in your adb/fastboot. you will also need the htc_fastboot. open a command prompt within your adb folder. then follow these instructions. https://www.google.com/amp/s/forum.xda-developers.com/verizon-one-m9/general/official-ruu-1-33-605-15-t3137397/amp/ look at option 2 these are for flashing on the M9
not 100% sure the exact same process will work on the u11.

did you find the solution? because i have the same phone and the same problem. vvv

I recently unlocked my T-Mobile HTC U11 and I'm trying to flash TWRP recovery on it. However, when I enter the command "fastboot flash recovery twrp-3.1.1.img", command prompt gives me an error "FAILED (remote: Not allowed on PRODUCTION device)." My Fastboot screen shows me:
FastBoot
Product name - QC_Reference_Phone
Variant - MSM UFS
Bootloader version -
Baseband version -
SECURE BOOT - PRODUCTION
SECURE STATE - S-ON
DEVICE STATE - UNLOCKED (U)
***Software status: Official ***

Any Help would be appreciated :D
