Been using twrp on Galaxy Nexus... Rooted a ns4g recently so went wit twrp but not sure if it functioning right... When I do a factory reset on recovery... And reboot I am not prompted to sign into Google or set up phone. Straight to home screen of the rom...

Do you have a galaxy nexus, or an ns4g, cause they're different phones. Is your problem happening after you wiped AND installed a new rom? If so, it's because you have to install the gapps for your rom aswell as the rom itself

make sure you're on the latest version of twrp. (2.3.3.0)

There are a few of them floating around the dev forum that don't ask you to set up at first boot. Maybe you have one of these. I actually have a vanilla aosp 421 rom on my usb partition just in case I need a rom to flash temporarily for any reason, simply because it doesn't ask me to set it up when I boot the first time. I've had several occasions where I forgot to do something prior to flashing the rom I want to use and I have already doen a full wipe.....this way it saves me a few minutes of having to deal with the setup if I'm just going to wipe/flash over it immediately.

download another rom and see if it asks you to set everything up....or just wipe the system partition and reflash the one you're using. I'll bet it's not the recovery menu's fault ;)
